The mandate assigned to OG21 by the Norwegian Ministry for Petroleum and Energy (MPE) addresses the following objectives, organizational issues and tasks:

  • OG21 has been established in response to a call for a permanent superstructure for research and technology development in the oil and gas industry.
  • OG21 has a regular board of directors consisting of representatives of oil companies, suppliers and research institutes, academia and governmental agencies, as well as the rest of the oil and gas industry through the OG21 Forum.
  • Through its secretariat, OG21's board is responsible for drawing up, establishing and pursuing a national strategy for research and technology development in the Norwegian oil and gas cluster.
  • The OG21 technology strategy will identify and recommend main Technology Target Areas (TTA) for the oil and gas industry, attaching importance to enhancing value creation and competitiveness in the industrial cluster.
  • One goal of the strategy is to lay a foundation for the overall co-ordination of research and technology activities by incorporating long- and short-term R&D, demonstrations and commercialization into effective cluster collaboration.

The main objective of OG21 is to draw up a strategy designed to ensure the highest possible value creation on the Norwegian Continental Shelf (NCS) while promoting export from Norwegian technology enterprises. The strategy shall:

  • describe the challenges of tomorrow on the NCS and the petroleum sector's social responsibilities;
  • set specific goals for efficient, safe and environment-friendly exploration, development and operation;
  • describe future challenges to increasing the export of Norwegian technology;
  • define areas of technology that focus on solutions to the challenges;
  • quantify market volumes for the areas of technology and identify which of them have the greatest export potential;
  • identify where Norwegian technology and competence are world-class and lay a foundation for further growth;
  • focus Norwegian research and development on value creation and the challenges facing the sector;
  • ensure relevant competence and new recruitment to the sector;
  • project an image of the sector as a forward-thinking, sustainable industry;
  • provide advice on the organization and funding of research and development;
  • develop a model and procedure for implementing and updating the strategy.
To lead the OG21 strategy work, the MPE appointed a Management Board and a secretariat consisting of experts in oil and gas technology.
