The bilateral research cooperation programmes are a key part of a wider overall EEA agreement - which seeks to reduce economic disparities in the European Economic Area (EEA) and strengthen the relations between Norway and the beneficiary states. Norway is contributing to this through the EEA and Norway Grants.
EUR 100 million in research funding
Agreements on bilateral research programmes have been signed with six of the newest EU member states. The programmes are primarily funded by Norway.
Altogether, the research funding allocated under the current agreements amounts to over EUR 100 million.

All research programmes will mainly fund bilateral research projects with at least one Norwegian partner. The programmes will be administered by Programme Operators in each of the beneficiary countries.
We encourage Norwegian research groups to start preparing to respond to upcoming funding announcements under the EEA scheme. Several of the bilateral research programmes will launch calls in early autumn 2012. We will provide updates on these pages.
An information meeting was held in Oslo on 24th of April 2012 on funding opportunities for research cooperation with Estonia, Latvia, Poland, Hungary and the Czech Republic. Presentations and Web-TV from the events are available (see links to the right).
The Research Council of Norway (RCN) is the Donor Programme Partner for the bilateral research programmes under the EEA agreement. The RCN task will be to facilitate contacts and information flow between Norwegian researchers and the Programme Operators.
The RCN is the national funding agency for research in Norway. It also plays a key role as an adviser on research policy to the government. The RCN is responsible for the entire spectrum of research activities ranging from fundamental research to innovation. The RCN plays an important role in Norways international research co-operation, and is the body responsible for implementing bilateral and multinational research co-operation agreements.
Through the EEA Agreement Norway participates as a full partner in the EUs Seventh Framework Programme for Research and Technological Development. As the Norwegian co-ordinating body for 7FP co-operation, as well as for Eureka and COST, the RCN plays a significant role in strengthening Norways ties with the European research community.
The RCN is therefore a natural contact point for anyone wishing to explore the possibilities of co-operating with Norwegian partners.
